We are fighting Iraqis in Iraq not Al Qaeda. 5% may be Al Qaeda types and foreign fighters, but the majority are Iraqis. It's sunni against sh'ia and Sunnia and Shi'a against the U.S. They see our permanent military bases. They see our designs to steal their oil and they are pissed off about it. Any sane society would be if an occupying force came in and began planning to steal their natural resources. He needs Al Qaeda to help define his foreign policy.
