The late, great Molly Ivins didn't give Perry the nickname "Gov. Goodhair" only because of his flawless haircut: the clear message was that there is nothing of substance beneath Rick's "do." Hence his decision to associate with Caribou Barbie. Perry is unskilled at leading the Lege. He is generally not well liked even within the rank-and-file GOP here.
